Details
As agreed with Jishnu and Geoff, we are going to:
* Change the Committer's Agreement from a PDF to a web page
* Change the phrasing to: "By contributing code to Mozilla, you agree"
* Linking it from the process for getting commit access (instead of requiring
the returning of a signed form)
* Linking it from the README of our key repos in other places, like Github

For storing purposes in this Bug, can you paste in the link where all of this was made live? I cannot find it anywhere and would like to see how it got implemented etc. Thx!

Geoff: of course.
https://www.mozilla.org/hacking/committer/ is the page that was changed.
https://www.mozilla.org/en-US/about/governance/policies/commit/ was also tweaked.
https://www.mozilla.org/en-US/about/governance/policies/commit/requirements/ was created as an HTML page, when previously it was a PDF.
A couple of no-longer-necessary pages were removed.

Gerv: https://www.mozilla.org/en-US/about/governance/policies/commit/access-policy/ lists several individuals who are contacts for SVN that are no longer working for Mozilla:
*John Slater
*David Boswell
We should update that page if they are no longer the contacts for those areas.
