Description: When entering and exiting the Privacy Panel option in Settings, the back button disappears.

Repro Steps:
1: Update a Flame to 20141218040201
2: Open Settings > Privacy Panel

Actual:The back button is not present.

Expected: The back button is present and returns the user to Settings.

This issue does not repro on Flame 2.1(319mb/full flash) as the Privacy Panel feature does not exist.
