1113404 - [Status Bar] Inconsistent behavior when Notification Tray redraws Status Bar

Description:
*) When the Notification Tray is initially pulled slightly, user can see that the Status Bar is removed so it can be drawn with the proper color on top of the Notification Tray.
**) When the Notifcation Tray is dismissed quickly, the user can see that Status Bar be "thrown" off the screen, before quickly being redrawn again in it's proper color to takes it's place.
   
Repro Steps:
1) Update a Flame device to BuildID: 20141218040201
2) Hold tap at top of screen to access Notification Tray.
*3) Drag slowly down and observe Status Bar disappear initially.
4) Drag Notification Tray down screen so it holds.
5) Hold tap at bottom of screen to begin dragging Notification Tray away.
6) Drag up and release to have Notification Tray fly off screen. 
7) Observe Status Bar draw behavior while Notification Tray dismisses.
  
Actual:
*) Status Bar disappears initially while Notification Tray is dragged down.
**) Status Bar "flies" off screen, before quickly being redrawn.
  
Expected: 
Status Bar always appears on screen.
