Steps to reproduce:

Type
"Smith, John" <john.smith@none.com>
into the To: header of the compose window, then hit tab to move to the next field.


Actual results:

The double quote marks disappear. 


Expected results:

The quote marks should be displayed. At least there should be an option to continue displaying the double quotes.
