In bug 1111748, we allowed any app to be a certified app when the phone is in developer mode. However, it would be even nicer if an app did not need to specify type=certified in the manifest to get the escalated privileges. This bug is to track that.

I don't see any good reason to do that. What's so hard with adding the type in the manifest?
