Steps to reproduce:

1. Switch to a tab
2. Watch tab attempt to awaken
3. While seeing the giant spinner switch to another tab



Actual results:

4. Noting until the first tab awakens


Expected results:

5. (While no one should have to see the giant and incredibly frustrating spinner in the first place) the tab a user is on should take precedence.
