In Bugzilla 3.4, /editsettings.cgi offered a line called "Enable tags for bugs" By setting the Default Value to "Off" and unchecking the "Enabled" checkbox it was possible to not make that functionality available to users. In Bugzilla 4.4, /editsettings.cgi does not offer that line anymore. That's a regression. Now there's another field always shown on show_bug.cgi that users can accidentially end up with though they wanted to add a keyword or whiteboard entry. (OT: I tried the BZ 4.4.6 docs and they mention nothing how to disable tags. While chapter 5.5.5 covers the user prospective, ironically 5.3 does not mention tags.)
This is not a regression. This user pref has been removed on purpose and we enabled this feature for all users, see e.g. bug 1088483. I have personally no intention to bring this user pref back, so suggesting WONTFIX.

I could disable it as an admin beforehand and now I cannot anymore. Hence a regression. Or feature bloat. Tags are yet another field to make the UI more complex and trying to cover corner cases by dedicated fields. I'm not forced to enable/display the time tracking function or a QA contact either. I run Bugzilla 4.4 (with the Tags field exposed) on another instance I maintain with ~500 active users per month and I saw enough cases that even experienced project members mixed up tags, keywords, and whiteboard. Did any user testing about "Tags" ever happen? I'd love to see its documentation and results. Link welcome.

given the confusing UI for the tags feature, i think this is a reasonable request.

There will be a certain irony (inconsistency) when Bugzilla 6.0 will allow to globally disable keywords (bug 69267) but continue to force displaying personal tags.
