There are 3 different behaviors of location list of the location bar when the
location bar is empty, these behaviors should be unified.


Reproducible: Always
Steps to Reproduce:
Behavior one :-
1. open up a new mozilla window
2. press down key on your keyboard
3. the result should be one empty history entry and [Search somewhere for "null"].

Behavior two :-
1. ~~ CONTINUE FROM ABOVE ~~
2. Press Esc key to close the history list
3. press down key
4. the result should be one empty history entry and [Search somewhere for ""].

Behavior three :-
1. ~~ CONTINUE FROM ABOVE ~~
2. type a space and then delete it by backspace
3. press down key
4. the result should be NO empty history entry and [Search somewhere for ""].


Expected Results:  There should have only one behavior when the location bar is
empty, my personnal choice is behavior 3.

Confirmed behavior with 2001112011 on Mac OS 9.  Damn strange.  I agree, having
no history list makes more sense than having a blank one, although presenting
the option to search for "" doesn't really make sense either (but that should be
a seperate bug).

yes ... search "" is strange also :)
may be we can just remove the whole stuff when the location bar is empty ..
