New SecureElementReader.idl should be added so that NFC , RIL or any other SE provider can implement this. SE stack would then be able to enumerate the available readers on the device properly

I'm not really sure about the goal of this bug. We already have nsISecureElementConnector.idl, isn't this enough for us? Is it be possible to enumerate the components which implement it?
I think we have now taken care of this issue now. Maybe we can close this bug ?
