### Steps:
1. Open Messages app
2. Click pencil icon on the upper-right corner to create a new message
3. Type characters in 10+ rows at least in the message body so that the scroll bar will show up
4. Scroll the body

### Expected:
1. User should be able to scroll to top and bottom

### Actual:
1. The message body can't be scroll

I don't think this is related to text selection. With APZ off, I can't reproduce this anymore. Kats, any comment for this?
