Using build 2001112003 under Windows 98, if I grab the site icon in the URL bar
and drag it, then decide to drop it back onto the URL bar, the text of the URL
gets appended to the URL bar. I can think of a few better ways to handle this:

1) Replace the URL bar text, no append (possibly select it?)
2) Reload the page
3) Do not allow this type of drag and drop

Any implementation could also check to see if oldURL == newURL, and if so,
behave consistently (reload or do nothing).

The same happens when dragging a link from the page to the URL bar.
