 ->Press right SIM PIN 3 times to unlock SIM card.
 
 REPRODUCING PROCEDURES:
 ->Settings ->SIM Security ->Enable SIM PIN ->Restart MS--KO:Press 3 times right SIM PIN to unlock SIM card.
 开启SIM PIN之后重启到解锁界面，输入三次正确的PIN才解锁成功。（详见录屏）
 
 EXPECTED BEHAVIOUR:
 ->Can unlock MS after press right PIN once.

can you get the video? (has been attached)
 when power on:
 1.input 3 times sim-pin for unlock.(battery power = 1%)
 2.input sim-pin, ~10 seconds later, we entered into home screen
 
 but both of 1&2 are not easy to reproduce.(1/10)
