DEFECT DESCRIPTION:[STK] Refresh SPN not ok.
 
  REPRODUCING PROCEDURES:
 1. Load a simcard with SPN->"Old SPN" and can send stk command"refresh" to the phone.
 2. Camped on network"001 01",then "Old SPN" displayed on idle.
 2. Execute "Refresh-STM07002-SPN",then SPN changed to "New SPN";
 3. Go back to idle, "Old SPN" still displayed on idle but not "New SPN".--KO
 
  EXPECTED BEHAVIOUR:
 3. Go back to idle, "New SPN" should display on idle but not "Old SPN".

Trial is passed, and this is not generic issue.

2.0m only, and regression of Bug 1106449.
We need to trigger "this.context.StkCommandParamsFactory.createParam(cmdDetails, ctlvs);" for SIM Refresh - File update case or processRefresh won't be invoked.
