STR:
1. Open Firefox
2. Make sure the UItour for Hello is activated (see https://bugzilla.mozilla.org/show_bug.cgi?id=1119189#c17)
3. Click on Hello icon.
4. Click Get Started.
5. Click Hello icon again.
6. Click on another icon that has a pop-up; Downloads, Bookmarks, Menu Panel.
Expected results: Hello tour is dismissed when another icons is clicked.
Actual results: Hello pop-up is overlapped by the other pop-up.
Notes:
1. This is reproducible on Firefox 35 RC build 3 across platforms.
2. Screenshot showing the issue attached.
Is this unique to the Firefox Hello tour panel or does it also happen with other tour panels we have in place?

This is not unique to the Hello Panel - UITour panels exhibit sticky behavior when opened, so to a degree this is expected as far as current implementations go.
