IMO, it's confusing to show a tooltip for a feature I have disabled as a side effect of my settings choices.

We only show that information popup once, and it's quite unlikely to be after the user has customized their visible search engines, so this is less likely to affect users in practice.

That information popup should probably just be removed now that most of our existing users have seen it, since I think it has reduced value for new users.

Dave/Florian, is there an existing bug on removing that popup?

I haven't seen any, I can file one if you want. I know we just discussed this and agree this popup is less useful for new users, but maybe UX should also have a say before we just remove it.
