The review criteria for unlisted add-ons is different than add-ons we display on AMO so we'd like to show them in separate queues. This bug is to modify the editor tools (https://addons.mozilla.org/en-US/editors/) to add three new queues (see screenshot). Functionality-wise, the queues should be identical to what already exists aside from a minor change in another bug I'm filing.
The queues should only be accessible to users with the Addons:ReviewUnlisted permission.
