1122284 - B2G Bumper Bot isn't updating gaia.json for mozilla-b2g37_v2_2

There hasn't been a single gaia.json update on b2g37 since the uplift on Monday. Changes to the Gaia v2.2 have definitely been landing since.

I've closed b2g37 until the cause is found and fixed.

Intentionally not set to gaia-2_2 tip so we can let Bumper Bot take it the rest of the way.

Now it's hitting:

I would assume that mapper should be up to date, since we appear to be syncing from git to hg properly, but don't know how this fits together.
