1123103 - Allow a Firefox Account to exist without a valid Sync configuration

Reading list will be a Firefox Account-backed service. It's not necessary that a user has Sync configured and running to do so.

We should make sure that the FxA guts on Android aren't intertwined too much with Sync logic, so that it's possible to complete setup and have only the reading list service configured.

I don't think we're too coupled after setup.  We probably have some assumptions and races when two separate code paths try to drive the account state forward, but since we're all in one process I expect we can handle that without too much difficulty.  We'll just have to see.  Certainly there's no issue with a Firefox Account *existing* with an invalid Sync configuration, but it does look weird.  We'll need to make sure that we disable the Sync Adapter correctly so the "Sync" checkbox doesn't look crazy.
