1123107 - Amend Firefox Account setup flow to allow users to configure only reading list

This bug tracks adjusting the FxA setup flow on Android to allow a user to set up only the reading list service, not Sync. It should be straightforward for them to add Sync later if they so choose.

This will involve wording and possibly flow changes, so this should track a release, even though I haven't quite figured out how we could meaningfully ship this setup flow change without also building out the whole working client!

Meaningful shipping to an end user probably is not worth the effort.  But the engineering effort can ship in toto before the backend exists.  We need to factor out the "service specific part of creating a new Firefox Account" into a more general form (that may also apply after logging in to an existing account), and that can certainly ship before the Reading List sync adapter does (for example).
