There should be a way to define comment tags on the admin side.
This list of tags will be merged with the list of user-defined tags when showing the suggestions while entering a tag for a comment.

See bug 1124083 comment 3 as reference.

i don't think this feature is required as described, because anyone can simply create the required tags.  priming the list of tags is as simple as using them, which is much simpler than adding an admin ui for pre-defined tags.

in bug 1124083 i thought you were talking about having a pre-defined set of tags defined by the administrator, and allowing _only_ those tags to be used.

That would conflict with existing user-defined tags. So I thought to merge both lists, but I would actually tend to only have pre-defined tags. Though that depends on the actual use cases.

Note that it is inconsistent to have tags defined by the user while controlling their display through parameters like 'collapsed_comment_tags' on the server side.

This is not inconsistent at all. An admin is free to declare some tags as "should be hidden by default".

Yes, though users don't know which tags that are.
