When posting a message to http://cgi-bin/news/vn5, the name of the domain name
is inserted : http://cgi-bin.sciences-po.fr/news/vn5


Reproducible: Always
Steps to Reproduce:
1.goto http://www.cerclo.com/cgi-bin/news/vn5?Appel=S&Bal=Actu/&Id=3c053948
2.choose an item
3.post a message

Actual Results:  error message : "Name Error: The domain name does not exist." 

Expected Results:  sending the message !!

This error also occurs in Netscape 6 (not in netscape 4.x and MSIE ).

Page uses "http:/cgi-bin/news/vn5" as the form action uri.  This is not a valid
URI, and we _do_ parse it differently from IE and Netscape so as not to break
the parsing of certain other (valid) URIs that those two get wrong.

WFM in Moz 096 and N62 on both Linux and Win2k, and also on an old Mca version
(20010505). Site ssems to be fixed.

Confirming the bug. 
Steps to reproduce : 
1 - click on the URL
http://www.cerclo.com/cgi-bin/news/vn5?Appel=S&Bal=Actu/&Id=3c053948
2 - choose a forum by clicking on its name (the names change daily, so I can't
be mre specific... It's the frst link under "Discussions")
3 - you are taken to the list of messages under this forum.
4 - go to bottom of page : there is a form
5 - fill it by entering something in the "Intitulé du message" field, enter a
random "pseudo" (nickname)
6 - hit "Poster" (send msg)
7 - you're taken to "http://www.cgi-bin.com/news/vn5" :-)))

Expected results : message added to the list of existing messages.

Reason : incorrect URL in this line :
<form name="forme" method="POST" action="http:/cgi-bin/news/vn5"
onSubmit="return mite() ;">

Contact : found this phone number in the source code : Tel: [phone]
