Actually no!" RFC 2396 cleary marks these kind of relative urls as deprecated.
The scheme now clearly defines an absolute url. Verfiying parsers should throw
an error, Mozilla handles it as an absolute url, so http:/file.htm is not the
same as /file.htm. Browsers *can* implement the support for these no longer
valid urls, mozilla currently does not, the discussion is going on.

Andreas: I know. This bug is to collect all the pages which still use broken
URLs (whyever they do, I may never find out), for that it's a TechEvang and has
the "meta" Keyword

the patch is in, so the run on all this bugs can start, as soon as we have new
builds ready...
