112481 - Keyboard shortcuts to open new Composer window do not work

Build 2001112604

Keyboard shortcut (Shift-Command-N) do not bring up a New Composer (Blank Page
To Edit). However, the other keyboard shortcut for Composer  (Command-4) at
least brings you to a Composer window, whether it is an already opened one or a
new one.

Reproducity : Everytime

Actual results : 
The new composer window will not open with the Shift-Command-N shortcut.

Expected Results : 
I expect the new composer window to open using the keyboard shortcut listed
besides the item in the File-New menu.

Additional Info : 
Does work on OS 8.6, as verified by a colleague, but have not been able to get
it to work on OS 9.0.4, nor 9.1 . Also, That keyboard shortcut did work prior to
installing the 2001112604 build.

This is a dupe of a bug assigned to Chris Saari; he has a patch in it and will
hopefully land it soon.
