the "set time automatically" now only shows when there is NITZ or SNTP information available from the network:

this can lead to a confusing user experience, where one menu item may appear or disappear without any explanation. This does not seem user friendly.

The idea is to show users that their carrier does not support auto update time zone

I'm not sure how much room there is for the string, but we could approach this a couple of ways.

1. Let the user know that auto timezone is not possible:

"Your timezone can not be set automatically"

"Your timezone could not be detected"

2. Give the user a prompt regarding what they should do instead:

"Set your timezone manually"

"Your timezone must be set manually"


(The bug title and comment 4 say "timezone," but comment 0 only refers to "time," so I'm not sure which one we want or need to mention here.)

Ooh this issue is about we need a hint string when `set time automatically` switch is hidden, so its not just bound to `timezone` only.
