Add 'Learn More' button to sync transition notification message

Users who are notified to transition to sync 1.5, should have information on their options. Please add 'Learn More' button with linking:

I'm not sure this applies to Android. We never initiate a migration. If Android sees a migration sentinel, it migrates immediately without user intervention. We then message that the device has migrated (with a persistent system notification and in product messaging) and require interaction: the user needs to enter their password to complete migration. I don't think "Learn More" will be helpful during that flow.

nick: the goal is to provide a background or information on the 'migration' notification. There's nothing worse than getting some message that you keep cancelling, only for it to come back over and over. This would be a FAQ that says - you need a FxAcct or you can disable sync all together and this message will go way. I'll talk to feeley about the notification and if it's intrusive and what happens when it's dismissed.

Yes. We are going to abandon this vanishingly small group of users. We expect this group of users to be small because you needed a Desktop device to create a Legacy Sync account. So this group will have previously had a Desktop that they then stopped using.

from irc chat - migration is initiated on desktop, where users will see 'learn more' option. Thus 'learn more' isn't required on Android. Marking bug invalid

See https://bugzilla.mozilla.org/show_bug.cgi?id=1098667#c12 for screenshots of the notification (which is persistent; if you dismiss, it will eventually come back). If you tap the notification, you'll get the sign in screen, which does not make it clear how to stop the process. I discussed this with rfeeley and and he was of the opinion that making an easy out was not a good idea.
The way to get out should be in SUMO, however. You can delete the Account from Android Settings > Accounts; or you can go to Firefox > Settings > Sync and you'll see the Status Activity. If you hit hardware menu button, you can Remove Account from there. Neither of these are intuitive.
joni: NI to you so that you know how to remove a partially migrated Firefox Account on Android, and can include it in documentation/FAQs where appropriate. Please redirect if you're not the DRI for Sync migration docs in SUMO.

In supplemental answer to Comment 3:
Note that for users who do only have Android devices (which, as Nick notes, is a small set -- they would have had to start on desktop then abandon that machine), they'll still get an end-of-life notification when we start to turn off the service.
That is, assuming we ever get around to implementing Bug 895526, which has a stale pull request.
We do still have Bug 714304, which might be enough to at least tell those users they're out of luck.
