We currently use Chief <https://github.com/mozilla/chief> to deploy code. Chief has a web form where you type some stuff out and hit the BIG RED BUTTON. That's great, but Mike and I implemented a command-line script called chief-james <https://pypi.python.org/pypi/chief-james/> that tells you what you're pushing and to where, kicks off the deployment, tells you if it went south and if it didn't pings New Relic. It also does your laundry, makes a nice cup of tea and writes poetry.

I use chief-james for all deployments and I have it in its own virtual environment. It'd be nicer if it was in the same virtual environment as kitsune code.

This bug covers adding it to requirements/dev.txt.
