1129683 - Convert Mozmill test 'functional/testTabbedBrowsing/testBackgroundTabScrolling.js' to Marionette

This bug will cover the necessary work to do to convert the following test into Marionette.

I have taken a look at this test, and I wonder if we still need it. I assume that we have background tab scrolling available as test for browser_chrome. But maybe they do not really use clicks() on the tabs. It would be good to look for those tests. Maybe Dao knows more and could already point us to existing tests.

Looks like there is no need for porting this test given that we have mochitest coverage.
