Details

Doing the initial configuration of Mozilla on this machine, I attempted to
change the preferred language from en-us to en-gb (incidentally, given that most
people will not attempt this, I think that plain en should be the default).

The change was not accepted, either immediately, or after exiting and
re-entering preferences.  Similarly for selecting plain en and for explicitly
typing en-gb, as well as choosing from the menu.

The first time, the OK on the whole of preferences wouldn't work, and I had to
cancel, but I'd made many other changes and couldn't repeat this, latter, effect.
Resolving as dup of the 0.9.6 bug about same.
