Currently we support configuring the mozharness version used in tree but this can only be overriden by changing either the decision task or running the command locally. Similar to what we do to pick up the correct gaia version we should use the "testing/mozharness/mozharness.json" config to determine what version to use of mozharness (this can be done in the decision graph logic and set as env variable/etc... like we do for gaia)
