We have different opinion from UX and dev;
UX: The signal icon does not change right away seems broken.

Dev: RIL does take time the change state; even we could use some events now in system app while tapping airplane mode icon in quick settings to 'fakely' make the user think the icon changes right away, once we discard the settings but uses real enable/disable API in settings app, we need to wait until the statechange event of the RIL hardware; there will be no settings change in the future.

So, IMO this bug should be marked as WONTFIX, but still file it for reference and discussion.
