1132116 - Theme design cannot be changed

Steps to reproduce:
1. Sign in to AMO-stage with an admin account https://addons.allizom.org/en-US
2. Click “More” from the menu and select Dev Hub (https://addons.allizom.org/en-US/developers )
3. Click “Tools” and choose “Manage My Submissions” option
4. Click “My Themes” tab
5. Click on one approved theme
6. Go to “Theme Design” section and click the “Upload New Design” link
7. Choose another compatible header image for your theme and click “Save Changes” button

Expected results:
Theme design is changed. The message “Changes successfully changed” appears.

Actual results:
Theme design is not changed but the success message still appears.

Notes/Issues:
Verified on AMO-stage. This issue is not reproducing continuously.
