The top left Tile I get on the new tab page in a fresh profile is about the Mozilla Manifesto "Our 10 Principles". This Tile links to 

  https://www.mozilla.org/en-US/contribute/

Which is a volunteering page. It's a nice page, but the Tile next to it already goes to the same place and has text that would lead users to expect that content.

The Manifesto Tile ought instead to take users to

  https://www.mozilla.org/about/manifesto/   
  (or https://www.mozilla.org/en-US/about/manifesto/ )

A clean profile's "Our 10 principles" tile should be linking to https://www.mozilla.org/about/manifesto/

It sounds like you probably clicked on the Mozilla Community tile, which added https://www.mozilla.org/en-US/contribute/ to your browsing history, and it ended up getting enhanced by the www.mozilla.org tile, which is the manifesto tile, and it shows the enhanced image for the history tile.

One fix is bug 1105360 which would make the directory tiles with rollover images not automatically be enhanced tiles. There's also some discussion around just removing the enhanced tile functionality as it's been confusing to users to have the title and image change while keeping the original url.
