According to comment 23 of 1088560, this bug is filed. 
[Flame 2.0 & 2.1 & 2.2 & 3.0][Settings]The time will change after you restart device.

[2.Testing Steps]: 
1.Launch Settings.
2.Tap "Date & Time", turn on "Set automatically".
3.Restart device.

[3.Expected Result]: 
3.The device time should be the same as your previous settings.

[4.Actual Result]: 
3.After restarting device completely, the device time will change automatically.
