Right-clicking on any bookmark in my Personal Toolbar results in a menu that
includes the option 'Open in New Window'. However, the option 'Open in New Tab'
is not included. It should be, to match other right-click menus.
I suppose anything in this toolbar is really a potential tab given its permanent
visibility, and that single-clicking a bookmark should open it in a new tab if
tabs are already in use in the current window, rather than replacing the
contents of the current tab.

1. Right-click on toolbar bookmark.

work-around: drag the bookmark from the toolbar to the tab strip.
