1134490 - Change tabs panel tab changer text to toolbar grey

Per the new color palette, assuming the name of toolbar grey doesn't change.

Essentially, the color of the text in the tabs changer button should match the toolbar color.

I fixed the color on phone too (it was #FF43484E rather than text_and_tabs_tray_grey).
