1135270 - [UX][Polaris] UX spec for v1 Tracking Protection

We need to specify the minimum UX to launch TP v1, so that we can hand off to engineering and start building. 

The design work is largely underway in related work for identity block (bug 1125226), and user education/onboarding (bug 1126264)  

There is potentially platform work needed if we pursue ambient notification/alert for major blocking and/or a grid overlay (bug 1125308)

the latest doorhanger work is here: https://bugzilla.mozilla.org/show_bug.cgi?id=1125230
It is still in progress but should be finalized end of the current sprint
