Steps to reproduce:

Visit any webpage that requires a vertical scrollbar, e.g.
https://nightly.mozilla.org/

Scroll the mousewheel down one notch.


Actual results:

The document scrolls down by an entire page.


This issue does NOT occur with Firefox Nightly 38 (2015-02-23)
This issue does occur with Firefox Nightly 39 (2015-02-24)



Expected results:

The document should scroll down by a few lines.
Looks like this duplicates bug 1136177 which should be resolved.
