1137924 - [camera] volume key in preview should return to viewfinder

Currently, when the user is in the Preview area within the Camera app and they use the volume rocker, the volume is adjusted. 

Instead, Preview should be dismissed and returned to the viewfinder.

STR
1. Launch camera
2. Take a photo (any way)
3. Tap in lower left to navigate to preview
4. Hit volume rocker hardware button

Actual 
Volume setting changes

Expected
Preview is dismissed and the user returns to the viewfinder.

I'm not sure I agree with this. What if I'm playing back a video in the preview-gallery and need to change the volume?

I accept - the volume hardware key should control media volume.
