Right now we're under utilizing mediawiki's page patrolling features, which is very useful for combating spam and which we'll need if we intend to open up registration.
I suggest we make the following changes:
1. make edits all users in confirm group group autopatrolled
2. make 'patrol' ability available to many more users
#2 can be accomplished either by recruiting and training for Anti-spam team or by adding 'patrol' ability to 'confirm' group.
I think I'm in favor of adding 'patrol' to 'confirm' group rather than on-boarding a ton of folks to Anti-spam since that group can delete pages.

Another option is to add patrol ability to bureaucrat group and recruit for that.

I agree with the following things:
* Add 'autopatrol' permission to 'confirm' group.
* Add 'patrol' permission to 'bureaucrat' group.
If there's any other proposals on the table, let's defer them.
