Details
Currently spam is not a significant issue because accounts are now only available by request. With the goal of re-opening account creation to all, we need better anti-spam measures.

Spamming accounts are blocked indefinitely. In the last ten years 89 user accounts have been blocked. One was for breach of the CPG outside of WMO. Records of blocked accounts can be found here >> https://wiki.mozilla.org/Special:BlockList - in the last five years there have been five or six users blocked for spamming. It looks like the account approval process is keeping out potential spammers.
There may be spam that has not been spotted but I think we are pretty good.
As "module owner" I would be hesitant to permit anonymous page creation and editing.
