1139045 - Expose Sync data type checkboxes to user in Settings sheet

This is a follow-up, I suppose, to Bug 1139038.  The UX has been mocked at https://mozilla.invisionapp.com/share/HA254M642#/screens/63057282?maintainScrollPosition=false.

Now that the Sync state machine handles meta/global records correctly, we can expose the Choose What to Sync checkboxes in settings.

rnewman and I have discussed, and we intend to only PUT new meta/global records synchronously.  That is, we'll block the UI during an update PUT so that we know our meta/global changes really happened.

Verifying as fix on 11.0(9002) and master 0f746ddb. Sync setting are exposed on iOS and working as expected.
