We get an additional key, customizeSync=true, when a new Firefox Account is created and the user chooses to set their data type elections before the account is created. We should implement this flow in some way, exactly like desktop.

For v1 on iOS, we're going to sync the intersection of {engines enabled on the server} and {engines that Firefox for iOS can sync}. We are going to allow new account creation, but we may not allow to customize the list of synced engines. We may need a server-side ticket to optionally suppress the "customize sync" checkbox during account creation for iOS.
