1141036 - Set capture_params to true in the New Relic Python agent config file

New Relic has made a recent change, that means it's no longer possible to request that params be captured via the web UI and sent me an email saying we'd need to update the config to maintain existing behaviour.

It now has to be explicitly listed in the agent config file:
/etc/newrelic/python.ini

In that file (which I presume is puppet controlled), please could you flip 'capture_params' from false to true.

Whilst you are there, could you also flip:
transaction_tracer.record_sql = obfuscated
to:
transaction_tracer.record_sql = raw

(we've done this in the web UI, but saves it being reset for new nodes)
