Details

We'd like to improve the new account creation experience. Currently we're using ConfirmAccount extension which requires manual review of all account requests. This creates work for account reviewers and a bottleneck for new users.

Ideally we can put appropriate anti-spam measures in place and re-open registration to all.
Depends on: 1143757
Do we think spam accounts are created by bots targetting lots of MediaWikis, or poorly-paid actual human beings? If the former, I'm sure we could think of some Mozilla-specific question (e.g. "Who is the Chief Lizard Wrangler?") we could ask that the user could research and put in the answer to, in one of the form fields. If the latter, a static question doesn't work well.
