update aurora 39 to NSS 3.19 Beta 3

Please approve landing NSS_3_19_BETA3 into Aurora 39.

We had earlier landed an NSS beta, we must eventually land a NSS final version, and the previous 3.18.1 has been renumbered to be 3.19

This update fixes several issues targeted for Firefox 39, including bug 1086145.

This landed NSS_3_19_BETA5.
It only has a single change when compared to Beta4.

I hope it's OK for me to reuse the earlier landing approval for aurora.

To finalize Aurora 39 and upgrade to NSS 3.19 RTM, the required changes are limited to version numbers, therefore I've reused the existing aurora approval.

Kai, I believe I sent you a defect over on Redhat's bugzilla.  I also filed a defect for Firefox 38 ESR on Windows.  Based on both defects, it sounds like this will get fixed in 39 and the fix for both defects is rooted in going from NSS 3.18 to 3.19?
