This is a tracking bug for work needed to Re-Organize Top Level Menus. To implemet this, we will need to shuffle around menu items, rename, etc. Etimate to Complete Work: - 1 day to collaborate on what to do - 2 days implementation

I'm sure we've already got several bugs about this.
Looks like bug 108099. It seems to be a bit of a meta bug with pretty much all the other menu structure bugs blocking it. It also blocks the Netscape MachV Navigator meta bug. So it looks like this is a dupe. *** This bug has been marked as a duplicate of 108099 ***
