1145783 - [e10s] Console load perf problem on non-e10s windows

STR: 

1. In a non-e10s window, goto https://fezvrasta.github.io/bootstrap-material-design/, note that it loads in a decent amount of time
2. Open the devtools, click on the console, then hit reload - note that there is a huge jank pause after a second or so.

In an e10s window this is buttery smooth, so possible we should wontfix this?

We can probably close this as we don't have non-e10s anywhere? (correct me if i'm wrong)
