I have in my Account_Settings/Server_Settings
Check_for_new_messages_every_10_minutes activated.
I have a dialup-connection, and when I'm offline after 10min the message:
"Alert: Could not connect to the server; the connection was refused."
appears.
When I'm longer offline, the mail-icon in the taskbar begins to flash.
I now that this is all normal.
But when I'm offline for a really long time (some hours) and I'm open then my
mailer, the mailer (Inbox for xxx@xxx.xxx - Mozilla) and my taskbar-icon is
still flashing.
Even if I Get_Msgs the mailer will flash.
To stop flashing I must close the mailer and open it again.
It's really annoying.

In some cases not the mailer is flashing but the browser.
To stop flashing I must close the browser-window (with all tabs :( ).
I'm pretty sure this is the same thing:
Build 2001121909 Windows 98, here's what I did:
1) Connected to http://landfill.mozilla.org/ and got a connection refused message
2) Dismissed dialog box.
The window title bar and the Windows taskbar both flashed to get my attention, I
presume, but they don't stop. I can make the blinking more erratic by
connecting again and getting another refuse message. Am guessing that this just
toggles it more frequently because there are now two timers toggling the
information.
Confirming, and updating summary to reflect that this is not just in mail.

A (possibly) related situation, as I have noticed:
{Setting the stage}
~ Latest build of Mozilla
~ Windows XP Professional
~ I am offline (not connected through dial-up)
~ I have set Mozilla to open both Mail&News, and Navigator when I start Mozilla.
~ Mail is currently set to check for new messages at startup
{The Performance}
~ I open Mozilla
[ Browser and Mail windows are now visible ]
~ I click on the Navigator window, as soon as I see it appear
[offstage]: Mail begins to check for mail
~ Mail has not connected to server:
[1] Mail window and taskbar flashes
(a) the alert box has popped up, but is not visible, because
(b) the browser window remains in the front
[2] I click on the Mail window
(a) An Alert box is revealed
(b) I Dismiss the alert box
[1] Window continues to flash forever
[3] The flashing will only stop by closing the Mail window

The Mail window cannot 'recognize' that you have put focus on the Mail window,
when you must first dismiss a dialog box. In other circumstances, where the
Mail window has flashed, and NO dialog/alert box, the blinking will stop when I
bring focus to the Mail window.
