[1.Description]:
[Flame][v2.2&v3.0][Camera]While some app are running in background, device will run slowly after some operations. Try to add a video to message from camera, it won't stop while video exceeds the 295 kb size limit of a signgle multimedia.

[2.Testing Steps]: 
Precondition:Open some apps in background, contact, market, browser,dialer.
1. Launch message and tap create icon.
2. Tap attachment icon and select camera.
3. Switch to video mode and start recording.
4. Keep recording until it stops automatically.
**There is a prompt message view about maximum file size.
5. Tap "OK" and select this video.
**It prompts that the video is over 295kb.
6.Tap OK.

[3.Expected Result]: 
6.The camera should stop recording while the size is 295kb and user should be able add video to message.

[4.Actual Result]: 
6.The video cannot be add to message.

[Tracking Requested - why for this release]:

Apparently this is not merged, and we are depending on Google to merge this.  moving to backlog.

No it isn't merged. I haven't received any feedback although I have poked them a few times. The patch may well need to be rebased now...
