If someone is uploading an unlisted add-on they won't ever go to steps 4, 5, or 6.  We should simply remove them from the navbar once we know they are not listing their add-on.  So, Step 1 shows all 7 steps, Step 2 shows all 7, Step 3 shows the truncated list, and the last step shows the truncated list.  The last step is 4 for unlisted add-ons and 7 for listed.

It's been discussed that rather than removing the steps, they should be striked out (see discussion in https://github.com/mozilla/olympia/pull/505#issuecomment-93792936)
